Often organizational constraints force the organization to follow procedures like requests for proposals. Unfortnuately, this is not the ideal way to start a project and can limit the differential between different providers.
When needing the service of a plumber or electrician we describe the problem, then seek their advice and expertise for the solution. With RFP this takes the opposite approach, the organization stipulates what the problem to the solution should be and it does not open the channel to get the expert advice on the project beforehand.
The best way to approach the start of a new projec is to start with a conversation and open a dialogue with the service provider in regards to the needs and the solutions then recieving a tailored and custom solution by finding out the organizations goals and the issue the need to resolve.
